Failed to download Admin UI content Payload

Issue reported:

While trying to apply the 1606 hotfix.  1606 hotfix but it is stuck in Downloading state

Requester has perform pre validation check like restarted the SMS_EXECUTIVE, removed and re-added the Service Connection Point but error is not moving

The DMPDOWNLODER.log has an error in it.

ERROR:

Failed to download Admin UI content payload with exception: Unable to connect to the remote server~ the inner exception messge is No connection could be made because the target machine actively refused it 23.214.145.204:443~ the exception call stack is    at System.Net.HttpWebRequest.GetResponse()~~   at Microsoft.ConfigurationManager.DmpConnector.Connector.

SCCMConnectorUtility.DownloadManifestCab(Uri manifestCabUrl, String manifestCabPath, IWebProxy proxy)~~   at Microsoft.ConfigurationManager.DmpConnector.

MessageDownload.MessageDownloader.AdminUIContentDownload()~ the inner exception call stack is    at System.Net.Sockets.Socket.DoConnect(EndPoint endPointSnapshot, SocketAddress socketAddress)~~   at System.Net.ServicePoint.ConnectSocketInternal(Boolean connectFailure, Socket s4, Socket s6, Socket& socket, IPAddress& address, ConnectSocketState state, IAsyncResult asyncResult, Exception& exception).

The hman.log has no errors at all.

Solution:

Step 1:  Found network was blocking, After enable below URL download went smother as normal.
