Software Center failed to update during 1706 upgrade

Issue: Client Installed 1706 update (from 1702) and the new Software Center is not launching. It is still launching the previous one.

The files appear to have updated, at least to some extent. If customer go to the ClientUX folder I can launch SCClient.exe and the new version comes up and all my apps are there.

Below is path for reference: 

To resolve the issue client have not received new policy from the client settings. 

Update client policy by trigger manual or client will iniciate policy on schedule interval cycle.
