Issue Reported: 

Microsoft Update Catalog active-x add-on is not working on server 2012 R2 .  Below are the steps perform to fix issue. 

Point 1: Copy working server MicrosoftUpdateCatalogWebControl.dll.dll file.

Point 2: Import MicrosoftUpdateCatalogWebControl.dll.dll file on non-working server c:\Windows\SysWOW64

Point 3: after Import to the non-working server. Register .dll file by running command regsvr32 MicrosoftUpdateCatalogWebControl.dll 

Make sure command prompt open with administrator right

Point 4: Disable IE security Level Server Manager Dashboard, click on Local Server on the left side.  In the Server Properties for the Local Server, you see the option for IE Enhanced Security Configuration. Click to change the option. Below is screen shot for reference 

Point 5: Make sure internet option has select medium.

Point 6: Open IE with admin right and Paste URL  http://catalog.update.microsoft.com/v7/site/home.aspx and select require KB.

Point 7: Open WSUS console with admin right and click on import button. It will re direct to the IE

Point 8: Once page Open click on bucket and click on Import

Point 09: Once Import completed verify on console you will article has been updated on console. Below screen shot is example for reference. 

Once you have perform above task it start working as normal and tested on more than 30+ WSUS server.
